Administration

Provide management oversight and strategic direction for the GIS & Planning Unit

· Grow the GIS and Planning unit’s revenues

Increase market share
Manage risks
Enable innovation and R&D

Implementation Management

Develop and strengthen GIS services across RTC Group

Develop and introduce appropriate spatial solutions to increase RTC Programmes performance.
Strengthen geographical targeting by RTC programmes
Provide GIS specialist support and guidance to RTC Programmes.
Strengthen GIS infrastructure and systems for RTC SA and RTC International.
Maintain and manage GIS systems and infrastructure to ensure scalability and compatibility.
Ensure GIS solutions integrate well with other RTC health care solutions.

Staff Management

Manage and Strengthen staffing for the GIS & Planning Unit

Recruit qualified staff to support both RTC SA and RTC International programmes.
Capacitate staff on GIS systems, tools, and innovations.
· Ensure continuous staff development

Financial Management

Develop and grow a financially viable and sustainable business

Develop and implement an effective marketing strategy for the unit
Pursue new opportunities that include both health and non-health work

Program Output

Facilitate Primary Health Care Programme development through suitable sites identification and purchases

· Oversee development of credible locational models for health facility planning including population projections

Oversee and support the development of community profiles
Research and prepare briefing papers on relationship between settlement planning/built environment and health outcomes
Develop and maintain a land identification and acquisition strategy for RTC
Lead site identification for Primary Health Care programme growth in RTC targeted areas
Develop and maintain a database of landowners of targeted sites
Prepare site feasibility reports
Assist with development of bankable feasibility studies
· Ensure undertaking of property valuations for all potential sites for acquisition by RTC

Clinical Output

Lead and Coordinate Town Planning, Property Conveyancing and Primary Health Care site development

Lead land development processes, related to Spatial and Town planning, Property conveyancing, and Engineering services installations at sites
· Lead and manage procurement and tendering processes related to primary health care sites development

Manage and co-ordinate professional site development team (s)
Oversee Primary Health Care facilities construction processes
Oversee site infrastructure upgrades

Reporting

Provide regular reports and present to RTC Executive, Funders, and partners

· Prepare Department and project reports as per funder and RTC Executive requirements.

Requirements
Minimum Qualification:
Masters in Town and Regional Planning, GIS, Geoinformatics /Surveying, Geography, or related field

Minimum Experience:
10 years’ experience in health care services planning, development sector, GIS, Public health services

Desirable Qualification:
PhD Degree in a discipline related to Town and Regional Planning, GIS, Geoinformatics/Surveying, Geography, or related field; and/ or Post grad qualification in Management

Desirable Experience:
15 years plus experience in health care services planning, development sector, GIS, Public health services
Previous experience working in a similar role within the NGO sector and regional experience will be advantageous.
